| Legal and Regulatory Compliance
The Asbury Communities Legal and Regulatory Compliance Department
provides a broad range of experience and services to address the
competitive business environment and complex legal and regulatory
framework in which we operate.
The Asbury communities have unfettered access to legal
counsel without worrying about hourly billing charges. Our legal
team understands the challenges faced by continuing care providers
and constantly seeks ways to resolve business challenges and
mitigate risk related to clinical care, contracting, governance,
debt structure, growth and operations. We address challenges
proactively and create innovative solutions.

Peggy Crespi Kaplan, Vice President and Chief
Legal Officer
Ms. Kaplan has practiced law for 30 years and brings this
valuable experience to her position as Asbury’s general counsel.
She provides guidance in all business transactions and other
legal matters in which the organization is involved. Before
joining Asbury in 1997, Ms. Kaplan was a partner in a law firm,
where her practice centered in the areas of health law and tax
law. Ms. Kaplan is a member of the Bars of Maryland and the
District of Columbia. She received her undergraduate degree from
Boston University, where she graduated cum laude; received her
law degree from the University of Pennsylvania School of Law;
and earned a Master’s of Tax Law from Georgetown University Law
School.

Andrew H. Joseph, Assistant General Counsel,
Compliance & Privacy Officer
Mr. Joseph has over 13 years of experience providing legal
services to health care providers, and has served as Asbury’s
in-house counsel for senior living and long term care
communities for seven years. He specializes in legal and
regulatory issues unique to the retirement living and long-term
care industries, and provides day-to-day corporate legal
services related to administration, governance, contracting,
employment practices and long-term financing. In addition, Mr.
Joseph is responsible for ensuring the effectiveness of the
organization’s system-wide compliance and risk management
program. Mr. Joseph is licensed to practice law in Maryland and
Pennsylvania. He holds a Masters in Health Services
Administration from The George Washington University, J.D., cum
laude, and a Bachelor of Arts degree in English. |
